Mayor Spade called the meeting to order at 7:05PM. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. Kevin Sockwell, Mr. Mike Ritter, Mr. James Bonnell, Mr. Rodney Summers, and Mr. Nicholas Kelley. No members were absent.

Ritter moved to adopt the minutes from the 18 February, 2020 meeting. Seconded by J. Bonnell.  No discussion. Motion carried unanimously.

Bonnell moved to adopt the minutes from the 24 March, 2020 meeting. Seconded by K. Sockwell.  No discussion. Motion carried unanimously.

Farrao moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by M. Ritter No discussion. Motion carried unanimously.

Kelley moved to adopt Claims Ordinance 2020-08. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Sockwell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by E. Farrao No discussion. Motion carried unanimously.

Bonnell moved to adopt Claims Ordinance 2020-09. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Farrao moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by N. Kelley. No discussion. Motion carried unanimously.

Kelley moved to adopt Claims Ordinance 2020-10. Seconded by E. Farrao. No discussion. Motion carried unanimously.

Ritter moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by N. Kelley. No discussion. Motion carried unanimously.

Ritter moved to adopt Ordinance 2020-08. Seconded by E. Farrao. No discussion. Motion carried unanimously.

Bonnell moved to de-escalate Ordinance 2020-09 as an emergency measure and schedule a second reading for the 19 May, 2020 meeting. Seconded by M. Ritter. Council agreed that the measure was not an emergency and warranted further investigation. Motion carried unanimously.

Bonnell moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Bonnell moved to adopt Resolution 2020-06. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Farrao moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Bonnell moved to de-escalate Resolution 2020-07 as an emergency measure and schedule a second reading for the 19 May, 2020 meeting with the addition of bids for the project. Seconded by M. Ritter. Council agreed that the measure was not an emergency and warranted further investigation. Motion carried.

Ritter moved to investigate lighting options for the flag poles on the square to be drawn from the fund 1000-730-300. Seconded by J. Bonnell. The Village Administrator will bring this proposal to Council at the 19 May, 2020 meeting. Motion carried unanimously.

Bonnell moved to adjourn the meeting. Seconded by M. Ritter. No discussion. Motion carried unanimously. 

Mayor Spade adjourned the meeting at 7:47PM.
