COUNCIL JOURNAL 
18 FEBRUARY 2020

Mayor Spade called the meeting to order at 7:00PM. The Pledge of Allegiance was recited. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. Kevin Sockwell, Mr. James Bonnell, Mr. Rodney Summers, and Mr. Nicholas Kelley. Mr. Mike Ritter was absent. 

Farrao moved to enter an Executive Session. J. Bonnell seconded. No discussion. The Council entered an Executive Session at 7:05PM.

Bonnell moved to exit the Executive Session at 7:45PM. R. Summers seconded. No discussion. Motion carried unanimously.

Sockwell moved to recess for 5 minutes at 7:51PM. E. Farrao seconded. No discussion. Motion carried unanimously. 

Mayor Spade called the meeting to order at 7:57PM.

Summers moved to adopt the minutes from the 21 January, 2020 meeting. Seconded by J. Bonnell.  No discussion. Motion carried unanimously.

Sockwell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by N. Kelley. No discussion. Motion carried unanimously.

Bonnell moved to adopt Claims Ordinance 2020-01. R. Summers seconded. No discussion. Motion carried unanimously.

Sockwell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Summers moved to adopt Claims Ordinance 2020-02. J. Bonnell seconded. No discussion. Motion carried unanimously.

Kelley moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Farrao moved to adopt Claims Ordinance 2020-03. J. Bonnell seconded. No discussion. Motion carried unanimously.

Summers moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Bonnell moved to adopt Claims Ordinance 2020-04. R. Summers seconded. No discussion. Motion carried unanimously.

Bonnell moved to adopt the Land, Buildings & Public Works Commission Report. R. Summers seconded. No discussion. Motion carried unanimously.

Bonnell moved to adopt the Leadership Commission Report. R. Summers seconded. No discussion. Motion carried unanimously.

Bonnell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Bonnell moved to adopt Resolution 2020-04. K. Sockwell seconded. J. Bonnell led a discussion regarding Clause 1 and the question was resolved. Motion carried unanimously.

Bonnell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Bonnell moved to adopt Ordinance 2020-04. K. Sockwell seconded. J. Bonnell led a discussion regarding the timing of when this ordinance will go into effect and the question was resolved. Motion carried unanimously.

Bonnell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Bonnell moved to adopt Ordinance 2020-05. K. Sockwell seconded. R. Summers led a discussion regarding the need for such an ordinance and the question was resolved. Motion carried unanimously.

Bonnell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by E. Farrao. No discussion. Motion carried unanimously.

Bonnell moved to adopt Ordinance 2020-06. N. Kelley seconded. No discussion. Motion carried unanimously.

Bonnell moved to adjourn the meeting. Seconded by E. Farrao. No discussion. Motion carried unanimously.
