SPECIAL SESSION

Mayor Spade called the meeting to order at 6:00PM. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Kevin Sockwell, and Mr. Cody Gibbons. Mr. Nicholas Kelley was absent. 

E. Farrao moved to excuse N. Kelley. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

J. Bonnell moved to adopt the minutes from 20 July 2021. Seconded by K. Sockwell. Clause 4 amended from seconded by J. Bonnell to E. Farrao. Motion carried unanimously.

J. Bonnell moved to adopt the minutes from the Rules and Administration Committee from 15 June 2021. Seconded by C. Gibbons. No discussion. Motion carried unanimously. \

E. Farrao moved to appoint Ms. Bonnie Taylor to the vacancy created by Councilor Ritter’s resignation. Seconded by C. Gibbons. No discussion. Aye votes, E. Farrao, K. Sockwell, C. Gibbons. Abstained, J. Bonnell. The motion carried 3-0-1.

K. Sockwell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by E. Farrao. No discussion. Motion carried unanimously.

J. Bonnell moved to adopt Ordinance 2021-11. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

E. Farrao moved to adjourn the meeting. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Mayor Spade adjourned the meeting at 6:25PM.
