Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Kevin Sockwell, Ms. Bonnie Taylor, Dr. Susan Delagrange, and Mrs. Beth Wilson. No members were absent.

Mayor Spade and Director Reynolds presented information regarding 28 Highland Avenue’s delinquent utility bill and the property owner’s appeal of the charges. 

Wilson moved to deny the appeal and assess the delinquent charges to the property tax unless settled by the end of business on September 11, 2023. Seconded by K. Sockwell. B. Taylor stressed the importance of timely contact of the property owner in the future. 5 aye votes, no nay votes, and 1 abstention. Motion carried. 

Sockwell moved to adjourn the meeting. Seconded by J. Bonnell. No discussion. Motion carried unanimously.  

Mayor Spade adjourned the meeting at 6:17PM.
