Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Ms. Bonnie Taylor, Dr. Susan Delagrange, and Mrs. Beth Wilson. Mr. Kevin Sockwell was absent.

Farrao moved to enter into Executive Session and invited the Director of Budget and Management, K. Reynolds. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Council entered into Executive Session at 6:01PM. 

Wilson moved to exit the Executive Session. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Council exited the Executive Session at 6:24PM. 

Wilson moved to reduce the Director of Budget and Management position to the part-time position of Fiscal Officer and reduce the salary to $900.00 per month, paid on the first of the month, effective November 13, 2023 and prorated for this date. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Bonnell moved to establish the full-time position of Village Registrar with a salary of $37,000 annually. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Wilson moved to adjourn the meeting. Seconded by J. Bonnell. No discussion. Motion carried unanimously.
