Mayor Spade called the Special Session to order at 6:00PM. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. Kevin Sockwell, Mr. Mike Ritter, Mr. James Bonnell, Mr. Rodney Summers, and Mr. Nicholas Kelley. No members were absent.

Summers moved to adopt the minutes from the 16, June, 2020 meeting. Seconded by J. Bonnell.  No discussion. Motion carried unanimously.

Bonnell moved to adopt the minutes from the 30, June, 2020 meeting. Seconded by M. Ritter.  No discussion. Motion carried unanimously.

Farrao moved to adopt the minutes from the 23, July, 2020 meeting. Seconded by J. Bonnell.  No discussion. Motion carried unanimously.

Kelley moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Summer moved to adopt Claims Ordinance 2020-18. M. Ritter seconded. No discussion. Motion carried unanimously.

Farrao moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by R. Summers. No discussion. Motion carried unanimously.

Farrao moved to adopt Claims Ordinance 2020-19. N. Kelley seconded. No discussion. Motion carried unanimously.

Summers moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Meeting was recessed at 6:57PM. Mayor Spade called the meeting back to order at 7:05PM.

Summers moved to give written consent to the Division of Liquor Control for the J-Ville Pub’s permanent outside liquor sales application. Seconded by E. Farrao. No discussion. Motion carried unanimously.

Ritter moved to adopt Claims Ordinance 2020-19. K. Sockwell seconded. No discussion. Motion carried unanimously.

Sockwell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Kelley moved to adopt Ordinance 2020-10. Seconded by R. Summers. No discussion. Motion carried unanimously.

Summers moved to adopt Resolution 2020-08. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Kelley moved to adopt Ordinance 2020-10, as amended. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Bonnell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Summers moved to adopt Resolution 2020-09. Seconded by N. Kelley. No discussion. Motion carried unanimously.

Kelley moved to amend the 2020 Rules of Council 1. (a) to read that regular meetings shall now be held at 6:00PM effective immediately. Seconded by R. Summers. No discussion. Motion carried unanimously.

Sockwell moved to adjourn the meeting. Seconded by R. Summers. No discussion. Motion carried unanimously. 

Mayor Spade adjourned the meeting at 7:39PM.
