COUNCIL JOURNAL

Mayor Spade called the meeting to order at 6:00PM. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. Kevin Sockwell, Mr. Mike Ritter, Mr. James Bonnell, Mr. Rodney Summers, and Mr. Nicholas Kelley. No members were absent.

Bonnell moved to convert the intersection of Highland Avenue and Stoler to a three-way stop. Seconded by N. Kelley. Discussion on the motion included a decision to implement this temporarily and reassess as needed. Motion carried unanimously. 

Meeting was recessed at 6:44PM. Mayor Spade called the meeting back to order at 6:50PM.

Bonnell moved to adopt the minutes from the 15, September, 2020 meeting. Seconded by E. Farrao.  No discussion. Motion carried unanimously.

Sockwell moved to adopt Resolution 2020-11. Seconded by M. Ritter. Discussion on the motion regarding increasing the pay from $40 to $45. N. Kelley moved to amend Section 1 of Resolution 2020-11. Seconded by E. Farrao. K. Sockwell recognized the amendment as friendly. Motion carried unanimously.

Summers made a motion to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Ritter made a motion to adopt Resolution 2020-12. Seconded by J. Bonnell. Discussion on this motion clarified eligible employees and family members. R. Summers moved to amend the Resolution to include 100% coverage for employees and 50% coverage for family. M. Ritter recognized the amendment as friendly. Further discussion on the motion changed the earlier amendment. K. Sockwell moved to strike family coverage from the amendment. M. Ritter recognized this as a friendly amendment. Motion carried unanimously. 

Meeting was recessed at 7:43PM. Mayor Spade called the meeting back to order at 7:49PM.

Summers moved to enter Executive Session. Seconded by N. Kelley. No discussion. The Council entered the Executive Session at 7:49PM. 

Ritter moved to amend section 4 of Resolution 2020-02 to adjust the Village Administrator’s wages to $42,640 annual salary. Seconded by N. Kelley. No discussion.  Motion carried unanimously. 

Krystal Reynolds was nominated as the Village Administrator. There was a unanimous vote to confirm her appointment as Village Administrator. 

Farrao moved to adjourn the meeting. Seconded by K. Sockwell. No discussion. Motion carried unanimously.
