VILLAGE COUNCIL
Mayor Spade called the meeting to order at 6:00PM. A quorum was stablished with the following members present: Mrs. Emily Farrao, Mr. Mike Ritter, Mr. James Bonnell, Mr. Kevin Sockwell, Mr. Nicholas Kelley, and Mr. Rodney Summers. No members were absent.
R. Summers moved to adopt the minutes from 16 February, 2021. Seconded by E. Farrao. No discussion. Motion carried unanimously.
J. Bonnell moved to adopt the minutes from 16 March, 2021. Seconded by K. Sockwell. No discussion. Motion carried unanimously.
N. Kelley moved to adopt the minutes from 18 March, 2021. Seconded by J. Bonnell. No discussion. Motion carried unanimously.
J. Bonnell moved to adopt the minutes from 16 February, 2021 from the Ways and Means Committee. Seconded by R. Summers. No discussion. Motion carried unanimously.
J. Bonnell moved to adopt the minutes from 16 March, 2021 from the Ways and Means Committee. Seconded by M. Ritter. No discussion. Motion carried unanimously.
A Resolution Affirming the Mayor’s Role in Law Enforcement was read by title only. J. Bonnell moved to refer the resolution to the Rules and Administration committee. Seconded by E. Farrao. No discussion. Motion carried unanimously.
An Ordinance Regulating Any New Construction that May Impede Access to the Shut-Off Valve or Maintenance Valve of a Utility Line was read by title only. R. Summers moved to refer the ordinance to the Rules and Administration committee. Seconded by J. Bonnell. No discussion. Motion carried unanimously.
M. Ritter moved to adopt Ordinance 2021-04. Seconded by J. Bonnell. No discussion. Motion carried unanimously.
M. Ritter moved to adopt “Ordinance 2021-05, Amendment 1” replacing “annual” with “initial” in section 4.c, replacing “Village” with “Safety” and “annual inspection” with “annual permit renewal” in section 5. Seconded by N. Kelley. No discussion. Motion carried 5-1, 5 aye votes and 1 nay vote.
M. Ritter moved to adopt “Ordinance 2021-05, Amendment 2” replacing “on a first offense” with “on each offense” and striking “On a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree.” from section 7. No discussion. Motion carried 4-2, 4 aye votes and 2 nay votes.
K. Sockwell moved to adopt Ordinance 2021-05. Seconded by E. Farrao. No discussion. Motion carried 5-0-1, 5 aye votes, no nay votes and 1 abstention.
R. Summers moved to adopt Ordinance 2021-06 as amended. Seconded by M. Ritter. No discussion. Motion carried unanimously.
R. Summers moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously.
J. Bonnell moved to adopt Resolution 2021-005. Seconded by M. Ritter. No discussion. Motion carried unanimously.

N. Kelley moved to recess the meeting. Seconded by R. Summers. No discussion. Motion carried unanimously.
Meeting was recessed at 7:01pm.
Mayor Spade called the meeting back to order at 7:23pm.
E. Farrao moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried unanimously.
N. Kelley moved to adopt Ordinance 2021-07 as amended. Seconded by E. Farrao. No discussion. Motion carried, 5-0-1, 5 aye votes, no nay votes and 1 abstention.
K. Sockwell moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by R. Summers. No discussion. Motion carried unanimously.
R. Summers moved to adopt Resolution 2021-008. Seconded by E. Farrao. Council discussed the payscale for the position, but no changes were made. Motion carried unanimously.
K. Sockwell moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by E. Farrao. No discussion. Motion carried unanimously.
M. Ritter moved to adopt Resolution 2021-009. Seconded by R. Summers. No discussion. Motion carried unanimously.
R. Summers moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by M. Ritter. No discussion. Motion carried 5-0-1, 5 aye votes, no nay votes and 1 abstention.
K. Sockwell moved to adopt a resolution directing the Mayor to enter into a contract with Miss Bonnie Taylor for newsletter management. The motion was not considered for lack of a second.
Mayor Spade nominated Miss Krystal Reynolds for the position of Director of Budget and Management. K. Reynolds accepted the nomination. J. Bonnell moved to confirm K. Reynolds as the Director of Budget and Management. Seconded by E. Farrao. No discussion. Motion carried 5-0-1, 5 aye votes, no nay votes and 1 abstention.
J. Bonnell moved to amend the Rules of Council section 9d, replacing “forty-eight (48) hours prior” to “7 days prior.” Seconded by N. Kelley. No discussion. Motion carried unanimously.
J. Bonnell moved to adjourn the meeting. Seconded by E. Farrao. No discussion. Motion carried unanimously.
Mayor Spade adjourned the meeting at 8:19PM.
