REGULAR SESSION

Mayor Spade called the meeting to order at 6:00PM. A quorum was established with the following members present: Mr. James Bonnell, Mrs. Emily Farrao, Mr. Kevin Sockwell, Mr. Nicholas Kelley, and Ms. Bonnie Taylor. Mr. Cody Gibbons was absent.

J. Bonnell moved to adopt the minutes from 21 September 2021. Seconded by B. Taylor. No discussion. Motion carried unanimously.

N. Kelley moved to adopt the minutes from 28 September 2021. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

N. Kelley moved to adopt the minutes from 21 September 2021 from the Ways & Means Committee. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

N. Kelley moved to adopt the minutes from 20 July 2021 from the Rules & Administration Committee. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

E. Farrao moved to excuse C. Gibbons. No second. Motion failed.

K. Sockwell moved to suspend the rule requiring Ordinances to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

N. Kelley moved to amend Ordinance 2021-07, section 7 from “Forty percent shall be drawn from the Water Fund, Forty percent shall be drawn from the Wastewater Fund and Ten Percent shall be drawn from the General Fund.” to “Forty-five percent shall be drawn from the Water Fund, Forty-five percent shall be drawn from the Wastewater Fund and Ten Percent shall be drawn from the General Fund.” Seconded by K. Sockwell. No discussion. Motion carried unanimously.

J. Bonnell moved to correct this error on the current pay and on all subsequent pays this year, add a memo to the file and Ordinance explaining the situation and abatement, and not retroactively correct the previously affected pays as the fund balances were not over withdrawn or at risk. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

J. Bonnell moved to adjourn the meeting. Seconded by N. Kelley. No discussion. Motion carried unanimously.

Mayor Spade adjourned the meeting at 6:27PM.
