REGULAR SESSION

Mayor Spade called the meeting to order at 6:04PM. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Nicholas Kelley, and Mr. Rodney Summers. Mr. Mike Ritter and Mr. K. Sockwell were absent.

J. Bonnell moved to excuse K. Sockwell’s absence. Seconded by N. Kelley. No discussion. Motion carried unanimously.

J. Bonnell moved to replace “two (2) consecutive meetings” with “one (1) meeting” in section 3d of the 2021 Rules of Council. Seconded by R. Summers. No discussion. Motion carried unanimously.

M. Ritter arrived at 6:09PM.

J. Bonnell moved to adopt the minutes from 20 April 2021. Seconded by N. Kelley. No discussion. Motion carried unanimously.

J. Bonnell moved to accept the resignation of R. Summers pursuant to section 4a of the 2021 Rules of Council. Seconded by M. Ritter. No discussion. Motion carried unanimously.

J. Bonnell moved to appoint Mr. Cody Gibbons to the vacancy created by Councilor Summer’s resignation. Seconded by E. Farrao. No discussion. Motion carried unanimously.

As a result of the resignation of the 2021 Council President Pro Tempore R. Summers, a subsequent election was held by secret ballot. J. Bonnell was elected the 2021 Council President Pro Tempore.

J. Bonnell moved to confirm Mr. Rodney Summers as the Village Administrator. Seconded by N. Kelley. No discussion. Motion carried unanimously.

J. Bonnell moved to approve the purchase of a Hustler SuperZ lawn mower from Ashland Tractor Sales with the funds being split equally from the general land and building fund, the sewer operating fund, and the water operating fund. The lawn mower will be used at each of the water and wastewater facilities as well as generally throughout the village. Seconded by M. Ritter. No discussion. 4 aye votes, no nay votes and 1 abstention.

J. Bonnell moved to adopt the minutes from 20 April 2021 from the Ways & Means Committee. Seconded by E. Farrao. No discussion. Motion carried unanimously.

M. Ritter moved to adopt the minutes from 16 February, 2021 from the Rules & Administration Committee. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

J. Bonnell moved to appoint Mr. Cody Gibbons to the Rules & Administration committee. Seconded by E. Farrao. No discussion. Motion carried unanimously.

J. Bonnell moved to adopt Resolution 2021-010. Seconded by N. Kelley. No discussion. Motion carried unanimously.

J. Bonnell moved to adopt Ordinance 2021-08. Seconded by M. Ritter. No discussion. Motion carried unanimously.

M. Ritter moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

J. Bonnell moved to adopt Resolution 2021-005, as amended. Seconded by N. Kelley. No discussion. Motion carried unanimously.

J. Bonnell moved to adjourn the meeting. Seconded by E. Farrao. No discussion. Motion carried unanimously.
