Mayor Spade called the meeting to order at 6:00PM. A quorum was established with the following members present: Mrs. Emily Farrao, Mr. Mike Ritter, Mr. Kevin Sockwell, Mr. James Bonnell, and Mr. Rodney Summers. Mr. Nicholas Kelley was absent. 

Bonnell moved to excuse N. Kelley’s absence. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

Bonnell moved to adopt the minutes from 19 January, 2021. Seconded by M. Ritter. No discussion. Motion carried unanimously.

Mayor Spade called for recess. Meeting was recessed at 6:17PM. Mayor Spade called the meeting back to order at 6:22PM.

Bonnell moved to adopt the minutes from 19 January, 2021 from the Ways & Means Committee. Seconded by M. Ritter. No discussion. Motion carried unanimously. 

Summers moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Summers moved to adopt Ordinance 2021-03. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Bonnell moved to adjourn the meeting. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

Mayor Spade adjourned the meeting at 6:50PM.
