Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Kevin Sockwell, Ms. Bonnie Taylor, Dr. Susan Delagrange, and Mrs. Beth Wilson. No members were absent.

Wilson moved to adopt the minutes from 17 January 2023. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Farrao moved to accept the 2023 Event Schedule for the Village. Seconded by K. Sockwell. B. Taylor did not feel that the Village should host an event that is similar to an event hosted by another organization in town. Motion carried 5-0-1. 

Mayor Spade referenced complaints that the bathrooms attached to the Maintenance Garage are locked unless there is an event on the ballfield or in the Shelter House. Council discussed the responsibilities of maintaining a public bathroom. No action was taken. 

Bonnell moved to accept the quote from Wayne Garage Door Sales & Service. Seconded by K. Sockwell. No discussion. Motion carried unanimously. 

Farrao moved to adopt the minutes from 20 December 2022 from the Ways and Means Committee. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

The Permanent Appropriations for Current Expenses and Other Expenditures of the Village of Jeromesville, State of Ohio, During the Fiscal Year Ending December 31, 2023 was introduced and read before Council. 

A resolution strongly urging the Ohio Government and members of the Ohio General Assembly to restore the Local Government Fund to pre-recession levels was introduced and read before Council.

Delagrange moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Bonnell moved to adopt Ordinance 2023-01. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Bonnell moved to strike 8f “The only exception to this is the use of secret paper ballots used by Council when voting for President Pro Tempore at the first meeting in January of each year.” from the 2023 Rules of Council. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

Bonnell moved to adjourn the meeting. Seconded by S. Delagrange. No discussion. Motion carried unanimously.
