Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Ms. Bonnie Taylor, Dr. Susan Delagrange, Mrs. Beth Wilson, and Mr. Jeremiah Cordes. No members were absent. 

J. Bonnell moved to adopt the minutes from the 16 July 2024 meeting, seconded by B. Wilson. There was no discussion. The motion was carried unanimously. The minutes were adopted. 

J. Bonnell moved to adopt the minutes from the 16 July 2024 Ways & Means Committee meeting, seconded by S. Delagrange. The motion was carried unanimously. The minutes were adopted. 

J. Bonnell moved to post the Maintenance Staff position created by the resignation of Mr. Heifner for a minimum of five days until filled, seconded by E. Farrao. The pay rate and schedule are to remain the same. The motion was carried unanimously. Mayor Spade was directed to post the position. 

B. Wilson moved to amend the Council rule and to direct any vacancy that occurs in the Council immediately upon written resignation of the member, seconded by B. Taylor. There was no discussion. The motion was carried unanimously. The rule was amended. 

The tax levies authorized by the Council in July did not meet the filing deadline with the Board of Elections; the levies will not appear on the November ballot and will expire at the end of the calendar year. 

J. Bonnell requested that Mayor Spade file a complaint with the Ashland County Health Department regarding certain Recreational Vehicles inside the Corporation limits and unauthorized maintenance and use of a septic tank by the property owner. Mayor Spade was thus directed. 

Discussion was had in unmoderated time regarding parking along N. High Street relative to time and how often cars parked along the roadway from Diamond Alley to Spice Alley ought to be moved. Council requested certain proposals be brought for consideration at the September meeting. 

Mayor Spade reported to Council on certain water customer issues on Stoler Street; The Village Administrator was directed by the Council to determine whether a booster could be installed to help deliver water to the customer or if a new line would need to be installed to deliver water to the location in question. Council authorized either solution, whichever is most cost effective and efficient. 

B. Wilson requested that weight restrictions be placed on Highland Avenue and that potholes thereon be fixed at the earliest convenience of the Maintenance Staff. Action was authorized unanimously. The Village Administrator was therein directed to complete said action. 

J. Cordes reported certain water issues at his place of business, having had several inspections done. He requested that the Village Administrator investigate solutions for water hardness for water customers. The Village Administrator was directed to report on solutions at the September meeting.
