Mayor Spade called the meeting to order at 6:01PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Kevin Sockwell, Ms. Bonnie Taylor, Dr. Susan Delagrange, and Mrs. Beth Wilson. No members were absent.

Bonnell moved to adopt the minutes from 15 August 2023. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Bonnell moved to adopt the minutes from 7 September 2023. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Farrao moved to adopt the plans from Engineering Associates for the E. Main St., Diamond, North, and Walnut Alley Waterline Replacement and proceed to bidding the project. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Bonnell moved to adopt the minutes from 15 August 2023 from the Ways & Means Committee. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

Wilson moved to adopt the minutes from 20 June 2023 from the Rules & Administration Committee. Seconded by K. Sockwell. No discussion. Motion carried unanimously. 

Bonnell moved to adopt Ordinance 2023-04. Seconded by S. Delagrange. 

Taylor moved to amend Section (2) and Section (4) from six (6) inches to eight (8) inches. Seconded by E. Farrao. 4 aye votes, 2 nay votes. Motion carried. 

Bonnell moved to remove Holmes County from Section (7). Seconded by K. Sockwell. This was added in error during the adaptation of this Ordinance from the Solicitor. Motion carried unanimously. 

Taylor moved to amend Section for from three (3) days to seven (7) days. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Bonnell recognized the amendments as friendly. Seconded by S. Delagrange. 

Bonnell moved to adopt Ordinance 2023-04, as amended. Seconded by S. Delagrange. No discussion. Motion carried unanimously. 

Farrao moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by B. Wilson. No discussion. Motion carried unanimously. 

Bonnell moved to adopt Ordinance 2023-02, as amended. Seconded by S. Delagrange. No discussion. Motion carried unanimously. 

Sockwell moved to adjourn the meeting. Seconded by J. Bonnell. No discussion. Motion carried unanimously.
