Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Ms. Bonnie Taylor, Dr. Susan Delagrange, Mrs. Beth Wilson, and Mr. Jeremiah Cordes.

J. Bonnell moved to nominate E. Farrao for 2024 Council President Pro Tempore. Seconded by B. Wilson. E. Farrao was elected the 2024 Council President Pro Tempore by unanimous 6-0 vote. 

B. Wilson moved to adopt the minutes from 19 December 2023. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

Mayor Spade appointed J. Bonnell, E. Farrao, and S. Delagrange to the Ways and Means Committee and set their first meeting date as 5:30PM on 20 February 2023.

Mayor Spade appointed J. Cordes, B. Taylor, and B. Wilson to the Rules and Administration Committee and set their first meeting date as immediately following the Council meeting on 20 February 2023.

J. Bonnell moved to adopt the 2024 Rules of Council. Seconded by S. Delagrange. The word “Registrar” was replaced with “clerk” without objection. Motion carried unanimously. The Rules were adopted. 

Council considered a measure for the regulation of backyard chickens. They heard public testimony and revised the proposed measure to be presented at the February meeting for final consideration. 

B. Wilson moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

J. Bonnell moved to adopt the Resolution Affirming the Schedule of Wages for All Elected and Appointed Municipal Officials, Officers and Employees. Seconded by B. Wilson. No discussion. Motion carried unanimously. The Resolution is adopted. 

J. Bonnell moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by S. Delagrange. No discussion. Motion carried unanimously. 

J. Bonnell moved to adopt the Resolution Affirming Service Rates for Utility Service. Seconded by B. Wilson. No discussion. Motion carried unanimously. The Resolution is adopted. 

J. Bonnell moved to suspend the rule requiring resolutions to be read on three separate occasions. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

J. Bonnell moved to adopt the measure To Make Temporary Appropriations for Current Expenses and Other Expenditures of the Village of Jeromesville, State of Ohio, During the Fiscal Year Ending December 31, 2024, as amended. Seconded by E. Farrao. No discussion. Motion carried unanimously. The measure is adopted. 

J. Bonnell moved to adjourn the meeting. Seconded by B. Wilson. No discussion. Motion carried unanimously.
