Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Kevin Sockwell, Ms. Bonnie Taylor, and Dr. Susan Delagrange. Mrs. Beth Wilson was absent.

Bonnell moved to excuse B. Wilson. Seconded by S. Delagrange. No discussion. Motion carried unanimously.  

Bonnell moved to adopt the minutes from 20 June 2023. Seconded by E. Farrao. No discussion. Motion carried unanimously. 

Sockwell moved to accept the Bid Specifications for Waste Removal in the Village of Jeromesville with the following amendments: strike “on Mondays” from item number four (4) and add “However, residential service within the corporation limits will be exclusive to the successful bidder. Businesses are excluded.” to number six (6). Seconded by J. Bonnell. No discussion. Motion carried unanimously. 

Bonnell moved to adopt the minutes from the Ways and Means Committee from 20 June 2023. Seconded by S. Delagrange. No discussion. Motion carried unanimously.  

Sockwell moved to adopt the minutes from the Rules and Administration Committee from 16 May 2023. Seconded by S. Delagrange. No discussion. Motion carried unanimously.

Farrao moved to adopt the 2024 Budget. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Bonnell moved to refer an Ordinance Regulating the Removal of Tall Weeds or Grass to the Rules and Administration Committee. Seconded by E. Farrao. No discussion. Motion carried unanimously.

Farrao moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously.

Farrao moved to adopt Ordinance 2023-04. Seconded by K. Sockwell. J. Bonnell does not want to surrender the property. Motion carried 4-0-1.

Bonnell moved to accept the agreement between the State of Ohio, Department of Transportation and the Village of Jeromesville, Ohio for the Removal and Control of Snow and Ice. Seconded by S. Delagrange. No discussion. Motion carried unanimously.

Bonnell moved to suspend the rule requiring ordinances to be read on three separate occasions. Seconded by K. Sockwell. No discussion. Motion carried unanimously. 

Bonnell moved to adopt Ordinance 2023-02, as amended. Seconded by S. Delagrange. No discussion. Motion carried unanimously. 

Bonnell moved to refer potential water policy amendments as discussed to the Rules and Administration committee. Seconded by E. Farrao. No discussion. Motion carried unanimously.
