Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Mr. Kevin Sockwell, Ms. Bonnie Taylor, Dr. Susan Delagrange, and Mrs. Beth Wilson. No members were absent.

Wilson moved to adopt the minutes from 19 September 2023. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Bonnell moved to adopt the minutes from 19 September 2023 from the Ways and Means Committee. Seconded by E. Farrao. No discussion. Motion carried unanimously.

Sockwell moved to adopt the minutes from 18 July 2023 from the Rules and Administration Committee. Seconded by B. Wilson. No discussion. Motion carried unanimously.

Wilson moved to adopt the minutes from 15 August 2023 from the Rules and Administration Committee. Seconded by J. Bonnell. No discussion. Motion carried unanimously.

Bonnell moved to adjourn the meeting. Seconded by E. Farrao
