Mayor Spade called the meeting to order at 6:00PM.

A quorum was established with the following members present: Mrs. Emily Farrao, Mr. James Bonnell, Dr. Susan Delagrange, Mrs. Beth Wilson, and Mr. Jeremiah Cordes.

E. Farrao moved to excuse B. Taylor, seconded by B. Wilson. There was no discussion. Motion carried unanimously. B. Taylor was excused.

J. Bonnell moved to adopt the minutes from the 18 June 2024 meeting, seconded by S. Delagrange. There was no discussion. Motion carried unanimously. The minutes were adopted. 

J. Bonnell moved to adopt the minutes from the 18 June 2024 Ways & Means committee meeting, seconded by S. Delagrange. There was no discussion. Motion carried unanimously. The minutes were adopted. 

B. Wilson moved to adopt the minutes from the 18 June 2024 Rules & Administration committee meeting, seconded by J. Cordes. There was no discussion. Motion carried unanimously. The minutes were adopted. 

J. Bonnell moved to suspend the rule requiring resolutions to be read on three separate occasions, seconded by E. Farrao. There was no discussion. Motion carried unanimously. The rule was suspended. 

E. Farrao moved to adopt the RESOLUTION DECLARING INTENT TO PROCEED WITH ELECTION ON THE QUESTION OF A TAX IN EXCESS OF THE TEN MILL LIMITATION (O. Const. Art. XII § 2; R.C. 5705.03, .19, .191, .25)AND DECLARING AN EMERGENCY (1.3MILL), seconded by J. Bonnell. There was no discussion. Motion carried unanimously. The resolution was adopted. 

J. Bonnell moved to adopt the RESOLUTION DECLARING INTENT TO PROCEED WITH ELECTION ON THE QUESTION OF A TAX IN EXCESS OF THE TEN MILL LIMITATION (O. Const. Art. XII § 2; R.C. 5705.03, .19, .191, .25)AND DECLARING AN EMERGENCY (2 MILL), seconded by J. Cordes. There was no discussion. Motion carried unanimously. The resolution was adopted. 

B. Wilson moved to adjourn, seconded by J. Bonnell. There was no discussion. The motion carried unanimously.
